Not always. PostgreSQL hosting often means a server that runs PostgreSQL, where you handle installation, configuration and backups. With managed PostgreSQL, the platform handles installation and configuration, backups run automatically, and you can turn on HA if you need it. Queries, indexes and application connections stay your responsibility.
